Pre-Solicitation, Project YTPM 96-0032, Sandblast and Epoxy Coat Pipeline. The project consists of the application of a jet fuel and additive resistant coating to the interior of an 8000 foot long pipeline. Work includes removal of jet fuel from the pipeline using a nitrogen propelled pig. Removal of waste fuel including containment, transportation and disposal in accordance with applicable laws and regulations. Modifications to the pipeline as required to allow access for sandblasting and coating materials to the interior of the pipeline. Sandblasting the interior of pipeline using a nitrogen propellant to remove foreign matter and provide a surface suitable for coating adhesion. Application of the coating to the interior walls of the pipeline. Restoration of the pipeline to working condition including reconnection of pipe and replacement of corrosion preventive exterior wrap. Testing of welds by radiographic inspection techniques. Pressure testing pipeline using nitrogen gas as the pressurizing agent. Bid issue on or about 15 July 1996. Bid opening on or about 16 Aug 1996. Performance period will be 90 calendar days. Estimated cost of construction is $250,000.00 to $500,000.00. This procurement is being solicited in accordance with the Small Business Competitiveness Demonstration Program.
