combined synopsis/solicitation for commercial items prepared in
accordance withthe format in Subpart 12.6, as supplemented with
additional information included in this notice.This announcement
constitutes the only solicitation; proposals are being requested and a
writtensolicitation will not be issued. This is solicitation
FWS-10-96-018 and is issued as an Invitationfor Bid. The solicitation
document and incorporated provisions and clauses are those in
effectthrough Federal Acquisition Circular 90-37. This is a total small
business set-aside. The SICCode is 5083, Farm and Garden Machinery and
Equipment. Size standard is less than 500employees. This requirement
is for a fixed-price contract for 1 line item. Line item 0001:Quantity
1 ea, Mid-size Combine with Platform for the harvest of native prairie
used inrestoration of habitat. . Specifications: A specialized grass
harvesting stripper head, (Agcostripper head model MF6020R, or
Shelbourne Reynolds SR6000, or equal, approximately 5000pounds) will be
the determinate for the size of the combine. This stripper head is not
a part ofthis bid and intended only as a reference to size the machine
we are looking for. We are seekinga machine of an appropriate size with
a Warranty. Warranty: Must include a one (1) yearwarranty covering
defective manufactured parts, and one (1) year warranty covering parts
andlabor on the engine and drive train to include one (1) manual. The
warranty must be transferableto a responsive and responsible local
dealer with a response time to service calls of 6.0 hours orless.
Combined must be the equivalent of or equal to one of the following:
John Deere 9500,New Holland TR85 or New Holland TR86, Case IH 1660,
1666, Agco Gleaner R50 or R52.Separator and Cleaner: Not to exceed 850
hours on the separator, designed for, o{r adapted for,grass seed. Must
have capacity to effectively separate on slopes to 18%. Fan speed
reducer.Rotary radiator screen. Mud shields where drive belts or fan
involved. Feeder Drive: Variabledrive with reverse straw spreader. Cab
with head and air conditioning, all controls to includeheader height,
reel height, separator engage, cylinder speed, fan speed, shaft
rotation monitor,major engine functions, fuel gauge, deluxe seat,
radio, back up alarm, unloading auger swing outand engage. Platform:
Direct cut grain platform for small grain. To include pickup reel
withhydraulic lift, variable speed hydraulic reel drive, quick attach
system 15-18 foot cutting width.Delivery shall be on or before
September 15, 1996 to U.S. Fish & Wildlife Service, WalnutCreek
National Wildlife Refuge, W. 109th St. South, Prairie City, Iowa 50228.
All bids receivedshould specify FOB Prairie City, Iowa. For technical

provisions and clauses apply to this IFB and are incorporatedby
reference: 52.212-1, Instructions to Offerors - Commercial Items
Provision 52.212-2Evaluation-Commercial Items (Oct 1995) the government
will award a contract resulting fromthis solicitation to the
responsible offeror whose offer conforming to the solicitation will be
mostadvantageous to the Government, price and other factors
considered. The contractor is to includea completed copy of Provision
52.212-3, Offeror Representations and Certifications -Commercial Items,
with its offer 52-212-4, Contract Terms and Conditions - Commercial
Items;52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -Commercial Items. with the following
applicable clauses for para b: Sub-paragraph (1), (3), (5),(6), (7),
(8), (9), (10), (11) and (13). BIDS FOR OTHER THAN NEW MATERIAL MAY
BEACCEPTED. BIDDERS PROVIDING OTHER THAN NEW MATERIAL SHALL BE REQUIRED
TO COMPLY WITH THE clause at 52.211-5, New Material, the provision at
52.211-6, Listing of Other Than New Material, Residual Inventory, and
Former GovernmentSurplus Property, and the clause at 52.211-7, Other
Than New Material, Residual Inventory,, andFormer Government Surplus
Property, as appropriate. IF THE CONTRACTOR IS BIDDINGON OTHER THAN NEW
MATERIAL THE CONTRACTOR SHALL SO NOTIFY THE CONTRACTING OFFICER IN
WRITING AND REQUEST AUTHORITY TO USE SUCH MATERIAL. FAR 52.246-17,
Warranty of Supplies of a Noncomplex Nature applies to
thissolicitation. Contractors wishing to respond to this solicitation
should provide this office withthe following: A bid price on company
letterhead for the requested item showing unit price,extended price,
FOB point, prompt payment terms and correct remittance address; and
acompleted copy of FAR Clause 52.212-3, Offeror Representations and
Certifications -Commercial Items. Please provide three references,
point of contacts, addresses and phonenumbers of any recent and
relevant contracts for the same or similar items; statement
specifyingthe extent of agreement with all of the terms, conditions and
provisions included in the bid. Theofferor agrees to hold the prices in
the offer firm for 60 calendar days from the date specified forthe
receipt of bids. Bids are due at 2:00 pm, June 20, 1996 and can be
