Buckley, ext. 58718. Vandenberg AFB is interested in obtaining 22,000
feet of telephone cable. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in 12.6, as
supplemented with additional information in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The
solicitation number for this synopsis/solicitation invitation to bid to
F04684-96-BA006, and an Invitation for Bids is hereby issued. The
solicitation document and the provisions incorporated into it are those
in effect through Federal Acquisition Circular 90-37. The solicitation
is not set-aside for any class of business concerns and the Standard
Industrial Code is 3661, size 1000. Specifications are as follows:
Cable, telephone, with 800/conductors/400 pair; wire shall be 22 gauge
in size; cable core will be filled with water proofing compound and
wrapped with a non-hygoscopic core tape; conductors will be solid,
annealed, bare copper; cable insulation will be foamed polyeolefin;
insulated conductors will be twisted in such a way to minimize
cross-talk; cable must be gopher-resistant; cable shield/armor will be
protected in such a way to resist moisture entry and inhibit
corrosion. Quantity: 22,000 feet. Delivery shall be made within 60 days
after award of the contract, FOB destination to Receiving, Bldg 5500,
Bay A, Vandenberg Air Force Base, California. The provisions of FAR
52.212-1 ``Instructions to Offerors--Commercial'' and FAR 52.212-2
``Evaluation--Commercial Items'' apply to this acquisition. Past
performance will be considered only to the extent that it precludes a
determination of responsibility. Offerors must submit with their bid a
completed copy of the provision at 52.212-3 ``Offeror Representations
and Certifications--Commercial Items''. The clause at FAR 52.212-4
``Contract Terms and Conditions--Commercial Items'' applies to this
acquisition. The clauses listed in FAR 52.212-5 ``Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders--Commercial Items'' which apply to this acquisition are:

Award''. Sealed bids must be received at 30th Contracting Squadron
LGCSB, Building 7015, 806 13th Street, Vandenberg, AFB, CA 93437-5226,
no later than 20 June 1996 at 3:00 p.m. Pacific Time. All packages
containing bids must be sent to the attention of Timothy Inman, and
should clearly state on the exterior of the package ``Sealed Bid,
F04684-96-BA006.'' All bids should include three references (name,
firm, phone number) from firms that have purchased this or similar
items from the bidder. Telegraphic and facsimile bids will not be
accepted. Each bidder shall sign his/her bid. Each bidder shall (1)
show the unit price, including unless otherwise specified, packaging,
packing, and preservation, and (2) include the extended price for the
total quantity; in case of a discrepancy between unit and extended
prices, the unit price will be presumed to be correct. Bids must
include adequate descriptive material to determine whether the proposed
item will meet the technical requirements specified herein. Bidders
must make an affirmative statement in their signed bid that (1) their
bid is valid for 60 days from the bid opening date of 20 June 1996 and
(2) delivery will be accomplished within 60 days of contract award.
