Cass The U.S. Navy requires acquisition of thirteen (13) tons/year of Air Pollution Emission Reduction Credits (ERCs) for Volatile Organic Compounds (VOCs) and two (2) tons/year of ERCs for Particulate Matter with an aerodynamic diameter less than or equal to a nominal 10 microns (PM10) to comply with permitting requirements at Naval Air Station North Island, Coronado, CA under applicable laws respecting the control and abatement of air pollution. Only ERCs that are banked with the San Diego Air Pollution Control District (SDAPCD), pursuant to SDAPCD Rule 26, et seq, are eligible for transfer to the Navy for this purpose. Therefore, proof of SDAPCD ERC Certificate ownership must be provided with the offeror's proposal. ERCs must be Class A, real and permanent reductions (as determined by the SDAPCD) and are required to be transferred to the Navy no later than 60 days after date of contract award. The proposed contract is anticipated to be a Firm-Fixed-Price contract and the requirement will be solicited on an unrestricted basis. (0151)
