377-3847. The Electronic Systems Center (ESC), Air Force Materiel
Command (AFMC), intends to negotiate with Lockheed Martin Tactical
Defense Systems, 9255 Wellington Road, Manassas, VA 22110-4121(
formerly Paramax Systems Corporation, Government Systems Group, 12010
Sunrise Valley Drive, Reston, VA 22091) on a sole-source basis to enter
a new contract to complete technology efforts from an on-going contract
(Contract Number F19628-93-C-0130) for the Software Technology for
Adaptable, Reliable Systems (STARS) and the Comprehensive Approach for
Defense Reusable Software (CARDS) Programs Research and Development
activities. The authority for this plan of action is 10 U.S.C.
2304(c)(1)(FAR 6.302-I)(a)(2)(iii), only one or a limited number of
qualified sources, and no other type of supplies or services will
satisfy agency requirements. However, this CBD synopsis includes
qualification criteria which the Government considers essential in
order for a firm to be considered as a prime contractor for this
effort. If a firm other than Lockheed Martin Tactical Defense Systems,
9255 Wellington Road, Manassas, VA 22110-4121, feels it meets this
criteria, it should submit a qualification package as explained below.
In order for any contractor other than the incumbent to be considered
qualified for the extension to the STARS/CARDS tasks and addition of
the two one-year option periods for the STARS/CARDS tasks, they must
display evidence or information that they can successfully meet the
original screening criteria for the STARS/CARDS Programs and must be
prepared to meet the STARS/CARDS performance date of 31 July 1998. The
estimated dollar value of this multiple-type contract is $18M. The
requirements are as follows: (a) Must have been a prime contractor in
the past ten (10) years for a software intensive major system exceeding
$200M RDT&E funds and/or $18M Investment funds, (b) Must have
experience as a prime contractor managing subcontractors (describe your
subcontracting organization, policies and procedures, Government
approvals, dollar value(s) or number of supplies used, training
programs, mix and experience of personnel), (c) Must have a corporate
commitment to include and support STARS/CARDS technologies, including
open system standards in their (or their commercial partner(s))
commercial Software Engineering Environment, (d) Must have experience
with commercial software applications in Ada (describe the company-wide
Ada software development effort attainable to non-Government business),
(e) Must support accredited standardization efforts, particularly those
dealing with software open interface standards (provided the names and
contributions of primary representative to specific accredited
standards committees such as those of IEEE, ANSI, ISO, etc.), (f) Must
have a SECRET facility clearance authorizing receipt and storage of
classified information, (g) Must have in-house experience with DOD
software applications in Ada (must have developed over five hundred
thousand (500,000 lines of code (LOC) in Ada (provide documentation
substantiating company involvement in large DOD Ada developments), (h)
Must have experience in the development of very large software systems
(describe the key functional attributes and the company's use of the
best software engineering environment for these developments), (I) In
order to meet the operation requirements of the Software Technology
Initiatives Program, must be able to provide extensive knowledge and
experience in all aspects of software reuse (e.g., business, legal,
acquisition, library mechanisms, and architecture definition), must be
able to provide outreach to Air Force and Department of Defense
organizations to locate organizations with a need to pursue reuse, and
be able to provide model-based reuse library capabilities and
enhancements to model development and reference component
qualifications, component reports, knowledge based techniques, and
customer service, (j) Must have personnel that have been fully trained
in the use of the STARS/CARDS technologies, practices, procedures,
techniques, processes, etc. (program software development processes
must have been defined and to the extent necessary and practical,
authorized within the process mechanisms integrated into the software
engineering environment ), (k) in order to provide the required
training and support to the STARS/CARDS Program Office, must have
experience in the modeling of software development processes,
experience in cooperative development using wide area networks and
network-based collaboration, experience in the concepts of exploring
effective reuse in software development, and experience in the
automating of software development process, the collection of metrics
for measuring the effectiveness of processes, and the improvement of
processes using this feedback. Replies from firms interested in a prime
contractor for this requirement must be received within fifteen (15)
days after publication of this notice. Please submit your document to
ESC/AXK, (Attn: Allorria L. Harris), 5 Eglin Street, (Bldg 1704),
Hanscom AFB, MA 01731-2116. All qualification packages received will be
considered by the Government. Responses should consist of a single
document consisting of not more than twenty-five (25) pages in total
(single-sided) and shall include the following sections: a) A one page
table of contents listing the contents in the same order listed above
and the page number of the applicable response, b) Sectors providing
explicit and concise responses to each area, and c) Detailed response
to Note Number 25. Additional subcontracting opportunities may exist
for firms having new and unique approaches, tools, mechanisms, etc.
applicable to a process-driven, reuse -based software engineering
approach. Interested firms may contact Lockheed Martin Tactical Defense
Systems directly for subcontracting opportunities as indicated above.
No RFP document exists and all requests for such will be considered
non-responsive. The purpose of this proposal is to complete the work
for Asset Source for Software Engineering Technology (ASSET), National
Software Data and Information Repository (NSDIR), CARDS PA10 Services,
CARDS PA10 Services Data, and CARDS PA10 Services Other Direct Costs.
The CARDS program provides the Department of Defense with technical
services related to the implementation and operation of domain specific
libraries, and applying CARDS concepts to real system development and
maintenance efforts. The contract requires the contractor to validate
the software reuse understanding gathered during the original phases of
the CARDS program. The validation involves development of a library
that supports a second domain and by establishing working partnerships
which implement CARDS Handbooks, following the guidelines in the CARDS
Partnership Plan. Refinement of the Command Center Library Model, based
on continued interaction with Portable, Reusable, Integrated Software
Modules (PRISM) contractors, PRISM and CARDS customers, and ESC.
Additional command center components are currently being acquired and
qualified to continue the component acquisition and qualification work
accomplished during the original STARS/CARDS contract. CARDS also
requires the contractor to continue operating the CARDS library and to
maintain the system hardware and software components. See Note(s) 22.
