Systems Center (ESC), Air Force Materiel Command (AFMC), intends to
negotiate with Lockheed Martin Federal Systems, 700 N. Frederick
Avenue, Gaithersburg, MD 20879-3328 (formerly Loral Federal Systems) on
a sole-source basis to enter a new contract to complete technology
efforts from an on-going contract (Contract Number F19628-93-C-0129)
for the Software Technology for Adaptable, Reliable Systems (STARS).
This continuation effort is to apply Cleanroom Software Engineering
(CSE) methods and technologies to the integration of non-developmental
software items in order to produce complete DoD systems. The authority
for this plan of action is 10 U.S.C. 2304(c)(1)(FAR
6.302-I)(a)(2)(iii), only one or a limited number of qualified sources,
and no other type of supplies or services will satisfy agency
requirements. However, this CBD synopsis includes qualification
criteria which the Government considers essential in order for a firm
to be considered as a prime contractor for this effort. If a firm other
than Lockheed Martin Federal Systems, 700 N. Frederick Avenue,
Gaithersburg, MD 20879-3328, feels it meets this criteria, it should
submit a qualification package as explained below. In order for any
contractor other than the imcumbent to be considered qualified for this
extension effort to the STARS tasks, they must display evidence or
information that they can successfully meet the original screening
criteria for the STARS program and be prepared to meet the performance
date of 13 months. The value of this project is to show how CSE
methods reduce risk and improve quality of delivered systems using
predominantly non-developmental items (NDI) while meeting DoD
requirements. This effort has begun under a STARS Program contract and
is expected to continue through August. The Air Force Electronic
Systems Center (ESC), acting as Defense Advanced Research Projects
Agency's (DARPA) contracting agent, is seeking sources to complete this
project once the current STARS contract expires. The Government is
contemplating a single cost-plus-fixed-fee contract at a total
estimated cost of $99K. Interested offerors should provide their
qualifications and capabilities in the following areas: (A) CLEANROOM
SOFTWARE ENGINEERING: Experience in using CSE in software intensive DoD
systems. Experience in applying CSE to NDI and Commercial-Off-The-Shelf
(COTS) and Government-Off-The-Shelf (GOTS) software products.
Experience with usage model based certification testing (CT). (B)
SYSTEMS/SOFTWARE DEVELOPMENT: Experience with the GPS Operational
Control Segment (GOCS) Simulator Project. Experience integrating
COTS/GOTS. Experience in technology transition. Experience in metrics
collection. Experience in software reuse. Experience in providing
training and consulting services to integrated product teams (IPTs).
Replies from firms interested in this requirement must be received
within fifteen (15) days after publication of this notice. Please

packages received will be considered by the Government. This
announcement is not a solicitation. A Request For Proposal is planned
for release in July, 1996. Responses should consist of a single
document consisting of not more than ten (10) pages in total
(single-sided) and shall include the following sections: a) A one page
table of contents listing the contents in the same order listed above
and the page number of the applicable response, b) Sectors providing
explicit and concise responses to each area, and c) Detailed response
to Note Number 25. Additional subcontracting opportunities may exist
for firms having new and unique approaches, tools, mechanisms, etc.
applicable to a process-driven, reuse -based software engineering
approach. Interested firms may contact Lockheed Martin Federal Systems
directly for subcontracting opportunities as indicated above. No other
information is required or desired at this time. The Government intends
to solicit those firms meeting the screening criteria in this synopsis.
Any offeror initially judged to be unqualified will also be provided a
copy of the solicitation upon request and any offer from such a firm
will be evaluated without prejudice. This notice does not obligate the
Government to award a contract, nor does it restrict the Government in
