Service (MMS) intends to issue one or more indefinite
quantity/indefinite delivery type contracts for Environmental Impact
Statements (EISs) in support of its Atlantic and Gulf of Mexico Outer
Continental Shelf (OCS) hard minerals resources responsibilities. MMS
is responsible for negotiating agreements for the use of sand, gravel,
and shell resources by Federal, State, or local governments involved
with shore protection, beach restoration, or coastal wetlands
restoration. Competitive sales for offshore mineral commodities are
also possible in the near-term. In meeting these responsibilities MMS
must ensure that the provisions of the National Environmental Policy
Act and implementing regulations of the Council on Environmental
Quality are followed. As part of ensuring environmentally sound and
acceptable decisions, site-specific EISs are necessary to determine the
possible environmental consequences of OCS marine mineral development,
where such information is not currently available. The need for EISs
is neither constant nor regular; there may be instances where MMS will
not have the staff resources readily available to prepare an EIS in
the time frame needed. Therefore, MMS anticipates contracting with one
or more qualified organizations with the ability to prepare EISs on an
as-needed basis, in response to a task order and specific Statement of
Work which will be developed for each EIS. In order to obtain a copy
of the solicitation, interested parties MUST demonstrate that they are
qualified to perform the work by providing, WITHIN 21 CALENDAR DAYS of
publication of this notice, a Capabilities Statement detailing: (1)
your key personnel (those who would have primary responsibility for
performing and/or managing the EIS) with their qualifications and
specific experience; (2) your organizational experience and facilities;
and (3) specific references (including contract number & project
description, period of performance, dollar amount, client
identification with point of contact & telephone number) for previous
work of this nature that your key personnel or organization have
performed within the last two years. (References will be checked.)
Following review of all Capabilities Statements, a list of those deemed
qualified to perform the work will be established and those qualifying
will be notified as to how to prepare a proposal and other logistical
considerations. Capabilities statements will be evaluated based upon
your key persons' skills, abilities and experience; your organization's
experience and past performance (including number, size, and complexity
of similar projects, adherence to schedules and budgets, effectiveness
of program management, willingness to cooperate when difficulties
arise, general compliance with the terms of the contracts, and
acceptability of delivered product). Questions should be faxed as soon
