The Federal Highway Administration, Office of Motor Carriers (OMC), maintains a stand alone microcomputer textbase system called the Motor Carrier Regulations Information System (MCREGIS) running in either a DOS or Windows environment on a computer, using the ZyIndex information retrieval software to search the contents of the textbase by word or phrase. The objective of this solicitation is to replace the current system by developing and maintaining a hypertext regulatory infobase (database) system to enable users to quickly locate information by following hyperlinks or using the infobase search engine. The infobase system will be installed as: a single user application on laptop computers, as a multi-user application on OMC local area networks, and exported for publication on the Internet. This project is not for a follow on contract. For this solicitation there will be no preproposal conference, and no further information is available at this time. All responsible sources may submit a proposal which shall be considered by FHWA.
