No collect calls. 21 CS/SCM intends to purchase, on a sole source basis, the services to phase-out, operate and maintain the Peterson AFB Communications Center during transition of the Defense Messaging System (DMS) into the base LAN/WAN system. The transition to DMS utilizes the 21NET E-mail system to send and receive official message traffic. The current 21NET contractor is solely responsible for the Local Area Network (LAN). Allowing a second contractor access to the 21NET backbone would release the current 21NET contractor from sole responsibility for the 21NET E-mail system and the government would be unable to assign responsibility in case of system failure. This potential compromise to the E-mail system could cause unacceptable delays in customer service. Based on the above, the incumbent 21NET contractor, SSDS, 6595 S. Dayton Street, Ste 3000, Englewood, CO will be selected to implement the DMS at Peterson AFB CO. See Note 22. (0151)
