Management (BLM) intends to negotiate on a sole source basis with
Science Applications International Corporation (SAIC). The Bureau of
Land Management (BLM), Eastern States Office has a continuing
requirement for the maintenance and enhancement of the General Land
Office (GLO) Automated Records System which was initiated in 1989. This
system is a project to scan, index, and store to optical disk 9 million
GLO land title documents dating back to the late 1700's. The GLO
Systems software supports the data conversion and retrieval processes
and includes: Operating System: SCO UNIX 386 v4.2, MS-DOS 6.22,
Networking: EXCELAN XLN, Novell v4.10, Imaging: LaserData LVNET,
Relational Database Management System: Oracle v7.16, Application
Development toolkit: SQL*Forms v3.1, Oracle Lanserver for UNIX, a
custom workflow package, custom indexing/quality assurance packages,
and a custom accounting package. The development of the software is 70
percent complete. The maintenance and enhancement include converting
the present DOS-based system into a Windows environment and enhancing,
upgrading, and replacing existing DOS-based applications to take full
advantage of the Windows platform. Additional software programming and
related systems documentation support are required to allow for
automation and retrieval of non-standard GLO documents at Eastern
States, i.e., multi-page documents, survey plats, and survey field
notes. All programming software was custom designed by SAIC, beginning
in 1989. This project is unique and was the first of its kind. SAIC
has been solely responsible for all software development and
maintenance. SAIC has unique knowledge which provides project
continuity. Transition to another contractor is not practicable due to
the current status of the project and SAIC's unique knowledege. SAIC
is uniquely qualified to perform the required services since they are
the only firm able to provide software enhancements and maintenance for
the GLO Automated Records System. The Department of Interior approval
to acquire FIP resources has not been received prior to publication of
