plans to negotiate a sole source contract with the National Private
Truck Council's (NPTC) Private Fleet Management Institute (PFMI) under
the FAR Part6.302-1. Under this effort the NPTC's PFMI will use its
position and ability to access the private truck fleet community to
increase awareness, support, and involvement of the private truck fleet
community in the mainstreaming and model deployment of Intelligent
Transportation Systems and the Commercial Vehicle Operations (ITS/CVO)
unique to private truck fleet operations. Activities will include
promotion, outreach, public relations, marketing, and recruiting
activities, as well as attending project policy and planning meetings
and assessments to support the implementation and testing of ITS/CVO
activities, including, but not limited to, the Safety and Fitness
Electronic Records (SAFER) System and the Commercial Vehicle
Information Systems and Networks (CVISN). These activities require a
detailed understanding of private carriers and CVO as well as an
excellent and established relationship with the private fleet carrier
community nationwide. The NPTC is a national association representing
approximately 1,100 national and regional corporations, in 47 states,
who are in the private trucking business. The NPTC is the only
organization which can provide the necessary access to the private
motor carriers, and it is this access which is unique. The NPTC's
perspective and ability to obtain private carrier involvement are
