of a Hazardous Material Minimization Center (or HAZMART), for the Army
installation at Fort Huachuca, Arizona. Operation of the Hazardous
Material Minimization Program shall be similar to the Navy's
Consolidated hazardous Material Reutilization and Inventory Management
Program (CHRIMP). The Program will provide the installation with a
process to generate savings by reducing hazardous material inventories
and avoiding hazardous waste disposal costs. Focus will be on
centralized or single point control and accountability over the
procurement, receipt, and issue of hazardous materials, which includes
using the existing Army automated supply system; reuse of hazardous
materials; safe and compliant storage; and ultimately hazardous waste
reduction. Daily operation will include: bar coding and tracking of all
hazardous material on the installation, shelf life extension program,
developing Just in Time replenishment methods, recycling, and providing
the installation with data required to produce Environment Protection
Agency (EPA) reports, Emergency Planning and Community Right to Know
information, using the Hazardous Inventory Control System (HICS)
software. The Government will be responsible for Program and Center
implementation and will provide the facilities, equipment, hardware and
HICS Software necessary for the operation of the Center. Interested
parties must have knowledge o Army supply operations and have both
knowledge and verifiable demonstrated experience involving consolidated
hazardous material reutilization and inventory management and operation
of a hazardous material minimization center. This is a Government Owned
Contractor Operated nonpersonal service. The anticipated level of
effort is five individuals. Those interested should submit a letter of
