This was intended to elicit private sector interest and comment in the described project, but was not intended to discourage or exclude any potential Offerors. Offerors are reminded that projects under this program require congressional approval which has not yet been requested. To clarify this matter, any and all requests for qualifications are hereby cancelled until the requisite Congressional notification process has been completed. However, we continue to be interested in the private sector interest and comment. To that end, you are invited to express your interest and comments on a prospective project in or around Lackland AFB. Before any formal procurement process is initiated an advertisement will be placed in the local newspapers and the CBD. Making a submission to this early Expression of Interest Request in no way limits your ability to participate in a later solicitation process. Public Law 104-104, Title XXVIII provides a wide range of alternatives to Military Construction (MILCON) for revitalizing and constructing new family housing. Air Education and Training Command (AETC) proposes to utilize the new authorities to enter into a partnering relationship with a private party who will design, construct, own, manage, operate and maintain a military housing community located on or near Lackland AFB, Texas. The Government-owned land can be leased. There are two plots of land available consisting of approximately 66 undeveloped acres and 30 acres with 272 existing housing units which may need to be demolished as part of this project. Lackland AFB also has one-time equity capital to invest. The SIC code for this project is 6514. The original synopsis indicated a Limited Partnership was being sought; however, this is changed to include consideration of other alternative agreements allowable under the legislation.
