Mid-Atlantic Region is seeking sub- contracting source interested in
subcontracting opportunities for the construction of a new Federal
Courthouse Annex with an option to renovate the existing Courthouse in
Scranton, PA. Subcontracting sources intersted in this ad will be
identified for informational purposes to the General Construction
Contractors who have previously submitted technical proposals in
response to the Request For Proposals for this project. Note that only
those General Construction Contractors who have previously submitted
technical proposals under Phase One of this procurement will be
eleigible to submit price proposals as prime contractors. It is the
GSA's intention to issue a set of construction documents which are 90%
complete (in terms of design) so that the General Construction
Contractors may begin to put pricing proposals together. The issuance
of their documents will be in a formal amendment and is scheduled for
mailing on or about July 2, 1996. Final documents will be issued on or
about July 15, 1996. Price proposals from the General Construction
Contractors will be due on August 6, 1996. A pre-proposal meeting is
tentatively scheduled for July 16, 1996, to discuss any technical
questions with respect to the construction documents. The meeting will
be held at the Raddison Lackawanna Station Hotel at 9:00AM in
Scranton, PA. If interested in this project, please identify yourself

Attendance at the aforementioned meeting is encouraged. There will be
a charge for the construction documents. This charge has not been
finalized. Once you have identified yourself as an interested source,
an amendment concerning how to obtain the documents as well as the
charge for the construction documents will be issued to you. The
following is a description of the project. SCOPE OF WORK Furnish all
labor materials, supervision necessary for the construction of a new
Federal Courthouse Annex, Scranton, PA. This project consists of but is
not limited to the construction of a new 11,872 GSM Annex to the
Federal Courthouse in Scranton, PA, with an option based on
availability of funds to renovate the existing Federal Courthouse. The
Annex will consist of 4 stories above ground with one level of
underground parking for 32 spaces, and will be located on a site
adjacent to and connected to the existing building. At compleetion of
the Annex, the building will contain 2 Courtroom suites on the 4th
floor and general office space to house court support & federal
agencies (Clerk, FBI, DEA, Circuit Library) on the 1st, 2nd, & 3rd
floors. The buildings mechanical and electrical space will be housed on
the part of the thirde floor. The annex will be connected to the
existing courthouse with a 4 story Atrium with bridges spanning from
the Annex to the existing building. The project will includes work in
the following areas; Concrete, Structural Steel, Metal Decking,
Fireproofing insulation, masonry, Stonework, Roofing, wood paneling and
millwork, drywall, plaster, doors, windows, glass curtain wall,
elevators, HVAC, plumbing, fire protection, electrical power and
distribution, lighting security systems, audio visual systems, built-in
furniture and fixtures, painting and finishing, carpeting,
soundproofing, paving, and other associated work. The building occupies
a footprint of approximately 46m by 46m. The estimated cost range for
the annex is between 20 million and 30 million. Work is expected to
take 24 months from Notice to Proceed. In addition to the above the
government will be requesting an option for the renovation of the
existing 50 yr old 4 story 14,390 GSM Historic Courthouse. This option
will be exercised pending receipt of Congreesional authorization and
approporiation. At completion of the renovation the building will
contain the renovation of 3 existing courtrooms (2 on the 4th floor and
1 on the 2nd floor) and the inception of 1 new courtroom on the 2nd
floor. The remaining 2nd floor, 1st floor, and 3rd floor will consist
of varying degrees of renovation for general office space and federal
agencies. The renovation will make it possible for the two buildings to
function as a single facility, and work in the following areas;
demolition, hazardous material removal, historic renovation and
restoration, window renovation, new partition and ceiling insulation,
wood paneling and mill- work, drywall, plaster, doors (new and
restored), elevators (new and upgrades), HVAC, plumbing, masonry
cleaning, fireprotection, electrical power and distribution, lighting,
security systems, built-in furniture and fixtures, painting and
finishes, carpeting, and other associated work. During this phase, the
existing building will be partially occupied, work will be completed
in 3 phases, each with an approximate duration of 7 months. It is
expected that this phaswe will begin approximately 16 months after the
start of the Annex. The estimate of this option is between $5 million
and $10 million. This is a metric project, drawings and specifications
are to be prepared utilizing metric units. The SIC Code for this
