(703)604-2119 The Naval Air Systems Command intends to issue a Request
for Proposal (RFP) for the development of an Enhanced Passive Noise
Reduction (EPNR) Earcup Assembly for USN/USMC aircrew helicopter and
fixed-wing helmets. This engineering, manufacturing and development
effort is to enhance primary research on energy attenuating passive
earcup and earseal assembly. Following the development phase, the Navy
expects to exercise an option for production of approximately 100,000
units. A patent has been awarded to the United States Navy (Patent
number 5,400,296 dated 21 March 1995) which addresses a means of
enhancing the acoustical attenuation and vibration damping of a
material. Investigation of this technology as part of the design
solution is recommended. A copy of the patent can be provided by the
patent office. Companies interested in receiving a draft RFP to include
preliminary Systems Requirement Document, Statement of Work,
acquisition strategy and overall program schedule for review and
