202/268-5669. The Postal Satellite Training Network (PSTN) is used to
deliver training courses and maintenance information live to various
Postal Service sites. Established in 1990, the PSTN now includes four
uplink locations and approximately 320 downlink sites located at postal
field offices distributed throughout the United States, including
Alaska, Hawaii and Puerto Rico. Due to increasing broadcast
requirements the USPS is considering acquisition of a digital
transmission network that would coexist with the current analog network
and be cabled to the existing radio frequency (RF) distribution. The
digital system shall permit multiple channel broadcasts simultaneously
from any and/or all existing uplinks, up to a maximum of six signals,
on a 43 MHZ transponder. The system must operate on selectable
bandwidths from approximately 3 to 8 MHZ, with receivers following the
broadcast signal bandwidth and transmission rate. Approximately 320
sites shall receive digital downlink antenna systems. These antenna
shall be offset, fixed, receive-only antennas no smaller than 1.8
meters in diameter and able to withstand winds up 110 mph and 59
degrees Fahrenheit. All receive sites will be installed as turn key
systems with the digital headends cabled into the existing distribution
system at each site. One of the four uplinks shall be installed at the
beginning of the deployment to provide tests programs for the newly
installed downlinks. Two of the remaining three transmission sites
shall be modified after all the digital downlinks are in place. The
digital encoder channels shall be installed to provide redundant
chassis power supplies. The broadcast channels shall be installed to
provide broadcast redundancy. If your company is interested in being
considered for participation, should a solicitation be issued, you must
participate in a qualification process. You should submit a letter on
your firms letterhead stating that your company is interested in
participating and is qualified to do so. A prequalification package
will then be provided. Your response must include the company name,
address, telephone number, federal ID number, the name of a contact
person, must be signed by an officer of the company, and must include
sufficient information to determine that your company is qualified to
