The Air Force plans to acquire a modification to a Tactical Radar Data Simulator (TACSIM), RSI P/N 2000275. This equipment is manufactured by Redondo Systems, Inc. and includes proprietary source code to function as a data simulator. This modified TACSIM will simulate four radar sites, with overlapping coverage. The radar interface will be completely compatible with the FPS-117 CD-2 (13 bit) data format at a 2400 bps data rate (two channels per radar). The interface will be in accordance with Peace Shield ICD, 1717676, dated 6 August 1993. The modified TACSIM will also simulate four Link 1-capable sites, providing four Link 1 data channels at selectable data rates of 600, 1200 or 2400 bps. The Link 1 data interface will be completely compatible with the IADS IRD, ESD-IADS-L01-107A, dated 30 April 1992 and NATO STANAG 5501, Edition 2, 14 June 1989 for Link 1 crosstell rules. ESC plans to issue a solicitation no later than July 1996. Any potential offeror must submit a qualification package, not to exceed 10 pages, describing their capability to provide the source code, and to produce these modifications to the existing TACSIM hardware and software. Offerors must possess current clearance to process and store NATO Confidential information. If no additional responsible sources are identified as a result of this announcement, the Government intends to negotiate a contract with Redondo Systems Inc. under authority of 10 U.S.C. 2304(c)(1), only one responsible source. Any information submitted in response to this notice will be fully considered and will be evaluated without prejudice. No telephone inquiries or responses will be accepted.
