Supply Center, Jacksonville, FL has a requirement for the
installation, lease, maintenance, and removal of 388 washers and 392
dryers for a base year and two one-year options. (i) This is a COMBINED
SYNOPSIS/SOLICITATION for commercial items prepared in accordance with
the format of FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii) This SOLICITATION NUMBER
N00600-96-R-2617 is issued as a request for proposal (RFP). (iii) The
solicitation document and incorporated provisions and clauses are those
in effect through FEDERAL ACQUISITION CIRCULAR #33. (iv) This
solicitation is unrestricted. SIC is 3582. (v) A list of CONTRACT LINE
ITEM NUMBERS and items are as follows: CLIN 0001 Installation, Rental,
Maintenance, and Removal of 388 Washers for the period 01 OCT 1996
through 30 SEP 1997 in accordance with section C - Description of
Services. CLIN 0002 Installation, Rental, Maintenance, and Removal of
392 Dryers for the period 01 OCT 1996 through 30 SEP 1997 in accordance
with section C - Description of Services. CLIN 0003 Option for the
period 01 OCT 1997 through 30 SEP 1998 for 388 washers. CLIN 0004
Option for the period 01 OCT 1997 through 30 SEP 1998 for 392 dryers.
CLIN 0005 Option for the period 01 OCT 1998 through 30 SEP 1999 for 388
washers. CLIN 0006 Option for the period 01 OCT 1998 through 30 SEP
1999 for 392 dryers. (vi) DESCRIPTION OF SERVICES: The Fleet and
Industrial Supply Center, Norfolk Detachment Washington intends to
procure rental and maintenance of Type I, Class 4, 16 to 18 pound
capacity (dry weight), top loading, heavy and continuous duty,
commercial grade, automatic self-service laundry type clothes washers.
Each washer shall be equipped with connections for a hot and cold
water supply. Each washer shall be equipped with a push to start
mechanism or blank slide box for automatic operation. If washers are
equipped with automatic slide boxes or similar devices for coins, the
coin slots shall be plugged before machine installation. All control
knobs shall be secured so that special tools are required for removal.
Each washer shall be equipped with a safety interlocking device which
will shut the machine off when the door is open during the spin cycle.
Washers shall operate on nominal 120 volt, 60 hertz single phase power
supply. Each machine must be capable of full cycle operations without
movement of the washer's feet. All wiring, cords, plugs, and grounding
shall be in accordance with UL-560 or UL-1206 or ANSI Z21.5.1. Cords
shall have an attachment plug and minimum free length of 5 feet
measured from the point of entry into the cabinet. Dryers shall be Type
I, Class 4, 16 to 18 pound capacity (dry weight), front loading, heavy
duty, commercial grade clothes dryers. Each dryer shall be equipped
with a push to start mechanism or blank slide box for automatic
operation. If dryers are equipped with blank slide boxes or similar
devices for coins, the coin slots shall be plugged before machine
installation. All control knobs shall be secured so that special tools
are required for removal. Each dryer shall be equipped with a lint
trap located in the front of the machine. Each dryer shall be equipped
with at least 2 temperature settings: one for regular fabrics, one for
permanent press fabrics. Dryers shall have cross vane tumbler action
and a 220 volt, 5000 to 6000 watt heating element, and a 110 volt fan.
Bolting to the floor is not necessary, but machines must be capable of
completing a full cycle operation without moving on the floor. Once a
year, at a minimum, the contractor shall remove the front of each dryer
and clean the inside around the drum to remove accumulated lint and
ensure safe operation. All washers and dryers shall be in new condition
(not refurbished) and shall be the same color. The contractor shall
provide pigtail, flexible hot air hoses (fire retardant), flexible
water input and disposal hoses and connectors, and any electrical
supplies and equipment required for proper connection of the machines
and all machine parts required to restore machines to proper working
order. The contractor shall provide at each machine the necessary signs
or decals to provide the operator with the proper operating
instructions. (vii) DELIVERY of washers and dryers are to be made to
the Supply Department, Bldg. 624/781, Naval Air Station, Pensacola, FL
32508-5000. (viii) FAR 52.212-1, Instructions to Offerors--Commercial,
and FAR 52.212-2, Evaluation--Commercial Items are incorporated by
reference and apply to this acquisition. (ix) Offerors shall include a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications--Commercial Items is incorporated by
reference and applies to this acquisition. (x) FAR 52.212-4, Contract
Terms and Conditions--Commercial Items, is incorporated by reference
and applies to this acquisition. The resulting contract will be firm
fixed price. (xi) FAR 52.232-18 Electronic Funds Transfer Payment (Apr
1984) also applies. (xii) ADDITIONAL CONTRACT REQUIREMENTS: STANDARD
COMMERCIAL WARRANTY, SUP 5252.246-9401 (JAN 1992). The following
clauses are incorporated by reference: Option to Extend Services, FAR
52.217-8 (AUG 1989), Option to Extend the Term of the Contract, FAR
52.217-9 (MAR 1989), Installment Payments for Commercial Items, FAR
52.232-30 (OCT 1995), Contract Award/Evaluation (Technically
Acceptable)-Commercial Items (NAVSUP MODIFIED) (FEB 1996). (xiii) Three
technical and two cost proposals are due by 16 July 1996 at 2:00 p.m.
