N00014-96-R-0007 POC Mrs. Cassandra R. Freeman, Contract Specialist,
Code 253:CRF, (703) 696-2591. The Office of Naval Research is seeking
a contractor to provide engineering and technical support of its
Manufacturing Technology (MANTECH), Best Manufacturing Practices (BMP)
and Technology Implementation (TI) programs. Support involves but is
not limited to technical and administrative support to the Navy Program
Office in the development, defense and execution of the MANTECH program
and its integral aspects, BMP and TI. This effort includes providing
technical coordination for the program office with acquisition program
managers, industry, Navy Industrial Centers of Excellence and other
service MANTECH programs. The contractor shall identify and update
major Navy programs appropriate for MANTECH investment. The contractor
shall: (1) interview responsible Program Managers (PM) for those
programs, (2) perform product factory surveys at those industry
facilities using the Technology Breakdown Structure Analysis
methodology, (3) perform site surveys at the Navy depots and shipyards
to evaluate product repair, (4) update and maintain the Manufacturing
Issues Database, (5) use an approved criteria to evaluate the
identified issues, (6) support the Navy in determining other service
interests, (7) prepare and publish the annual Strategic Investment
Program (SIP), (8) assist with development of a cohesive budget defense
for the Navy and OSD, (9) provide camera ready brochures and reports,
and (10) provide technical and logistic support in conducting meetings,
conferences and workshops. The contractor shall (11) conduct
pre-surveys and (12) provide briefings, provide on-site support for the
Best Manufacturing Practices Center of Excellence (BMPCOE) including
providing primary operation and maintenance, including material and
equipment, (13) provide on-site support for specific regional BMP
Satellite Centers, and (14) coordinate and conduct workshops, seminars
including the BMP Workshops and Strategic Planning Meetings. The
contractor shall be responsible for (15) providing all aspects of the
services the maintenance of the BMP database, monitoring special
interest groups, development new tools and acquisition of necessary
software, hardware and services, (16) coordination of BMPCOE activities
with the University of Maryland and NIST, (17) provide risk management
and Best Practices Analysis support to selected Navy acquisition
programs using BMP automated tools such as TRIMS and KnowHow. The
contractor shall (18) participate in study and analysis reviews of
existing Policy and Operating Forums in support of the Technology
Initiatives Program. The contractor shall (19) annually review Titype
efforts in other military departments, Defense Logistics Agency and
defense industry, (20) issue requests for special reports and studies,
(21) participate in the development, review and coordination of the
MANTECH Strategic Plan for TI Initiatives, (22)develop and maintain an
historical data base detailing the Navy's participation in the TI
Initiative, (23) identify potential pass through of the TI Initiative
to subcontractors and suppliers and provide recommendations, (24)
participate in the development and deployment of technical business
initiatives for small business manufacturing, (25) conduct literature
searches and/or on-site visits and provide recommendations for
information required by the Navy for TI Initiatives, (26) develop and
support maintain a separate field with the MANTECH Issues DataBase A
secret clearance is required for all personnel working on this
contract. . It is anticipated that the term of a contract resulting
from this solicitation will be one base year and 4 option years.
