RENOVATION OF BUILDING 37, NCI, NIH, BETHESDA, MD. The National
Institutes of Health (''NIH'') is seeking a Development Manager
(''DM'') for the renovation of Building 37, a laboratory research
facility on its campus in Bethesda, Maryland. Building 37, a
seven-floor facility of approximately 262,000 gross square feet
provides the National Cancer Institute laboratory and office space.
Construction of this building began in 1965 and was completed in 1968.
Its utility infrastructure systems are at the end of their useful
lives with dynamic systems (fans, pumps, etc.) having failed or
failing. Their capacity is inadequate throughout the facility due to
overcrowding that has been brought about by new thrusts in research
coupled with the proliferation of scientific and electronic equipment
for research. The renovation of Building 37 involves: (1) bringing the
deteriorating dynamic systems of the existing infrastructure to their
original (1965) specifications as a safety and essential maintenance
measure, (2) renovating six floors of laboratory and support space to
support modern research initiatives (approximately 207,000 square
feet), (3) removing all asbestos containing and hazardous material, (4)
taking measures to correct air-intake problems in the loading dock
area, (5) incorporating current life safety codes and the latest NIH
guidelines in design, (6) increasing the building's efficiency, and (7)
providing measures to correct air-infiltration and variant temperature
radiation transmitted through windows. The estimated cost of
renovation is approximately $55 million. The period of performance is
seven years. The DM will be expected to provide full development
services for the renovation, including: (a) developing phasing/options
for the project, (b) procuring the planning, design, construction, and
other services necessary for completion of the project, and (c)
providing project management services throughout the planning, design,
construction, activation, and occupancy phases of the renovation
process. The DM should not joint venture with an
architectural/engineering firm, a construction management firm, or a
laboratory design specialist at this time. NIH intends the DM to select
the design consultants and construction manager after consulting with
the selected DM. The DM must have demonstrated experience in providing
full development services for projects of equal size, complexity, and
type of client with a high degree of customer satisfaction. In
addition, the DM must be experienced in interacting positively with
communities. The price will be a substantial factor in the award
decision, but technical merit will be significantly more important than
