R -- TAX SERVICES PROVIDER SOL RECD-FO-96-01 DUE 071796 POC Jerry Fitch, Contracting Officer, (314) 539-3827 U.S. Department of Agriculture (USDA), Rural Development Agency, plans to issue a solicitation, under full and open competition, for a tax service provider. The proposed contract will require tax servicing of both the current portfolio of loans (approximately 633,800 loans) and servicing of new loans that originate during the cotract period. Rural Development loans may extend as long as 38 years. Rural Development places an average of 40,000 loans a year. The tax service for the loans includes verification of parcel identification numbers and a search for delinquencies. The technical evaluations of the proposals will include factors for technical capability, past performance and corporate management. Proposals meeting mandatory factors will be evaluated and scored, in accordance with the technical factors given in the solicitation. The mandatory technical factors include the requirement that the offeror's firm have at least five year's tax servicing experience, on a national scope. Time constraints allow only a 30 day proposal period. The proposed contract will have a base period of five years and ten one-year option periods. Release of solicitation and award of this contract is contingent upon receipt of a Delegation of Procurement Authority (DPA) from the USDA.
