This directorate intends to issue Invitation for Bid (IFB) F29650-96-B0016 on or about 30 Jun 96. Responses will be due approximately thirty (30) days thereafter. The Government intends to procure this project under full and open (unrestricted) competition, however, the Government reserves the right to consider this acquisition for the 8(a) program based on responses to this synopsis. The magnitude of this project is between $1,000,000.00 and $2,000,000.00 for a basic and two one-year option periods. Contractors bidding as the prime contractor must have a primary Standard Industrial Classification (SIC) Code of 1711 with a size standard of $7.0M. The work includes the testing of approximately 1080 steam traps in 74 buildings and replacement of all traps that are defective. This includes all traps within the building from the main high pressure drip to low pressure applications such as radiators, unit heaters, air handlers, line drips, condensate return units, hot water converters, etc. A report in EXCEL format on all traps surveyed shall also be submitted. Please note that funds for issuing delivery orders are not presently available, however, they have been requested. This IFB is based upon your understanding that (1) funds are not available and (2) if funds do not become available no obligation will be incurred by the Government because of this IFB.
