Harry B. Craig, GP56-I/ Contracting Officer NASA/MSFC plans to issue a
Request for Offer (RFO) for two wind tunnel compressor systems -- The
air compressor system shall be an electrically drive, non-lubricated,
reciprocating air booster compressor of the latest commercial type and
design -- The air compressor shall be complete with cooling, pulsation
dampeners, lube system, control panel, all auxiliary motor starters,
if any (4160 V motor starters by others), and all auxiliary pumps and
other components necessary for the safe and efficient production of
high pressure air -- Air shall be provided to the wind tunnel booster
compressor at 125 psig nominal, 110 psig minimum, and shall be
discharged at 500 psig nominal operating pressure (maximum allowable
operating pressure of 550 psig) at the rate of 4500 SCFM -- The
compressed air purity requirements of the compressor output are:
Particle - 50 ppm by weight total solids (maximum allowable); and Oil
- 50 ppm by weight (maximum allowable) -- The compressor shall be
capable of continuous operation at full load -- Complete specifications
will be included in the RFO - - This procurement is being conducted
under the NASA/MSFC MidRange Pilot Test Program approved by the Office
of Federal Procurement Policy on April 16, 1993 -- Prospective
offerors shall request the solicitation in writing -- Transmission of
request by facsimile to 205-544-9162 is acceptable -- Firm date for
receipt of offers will be stated in the RFO -- All responsible business
sources may submit an offer which shall be considered by the agency --
An ombudsman has been appointed to hear concerns from offerors,
potential offerors, and contractors during the preaward and postaward
phases of this acquisition -- The purpose of the ombudsman is not to
diminish the authority of the contracting officer or the selection
official, but to communicate concerns, issues, disagreements, and
recommendations of interested parties to the appropriate Government
personnel and to work to resolve them -- When requested, the ombudsman
will maintain strict confidentiality as to the source of the concern
-- The ombudsman does not, participate in the evaluation of offers, the
source selection process, or the adjudication of formal contract
disputes -- Interested parties are invited to call the installation
ombudsman, Susan M. Smith at 205-544-0012 -- Concerns, issues,
disagreements, and recommendations which cannot be resolved at the
installation may be referred to the NASA ombudsman, Thomas S. Luedtke
at 202-358-2090 -- Before consulting with any ombudsman, interested
