Contracting Officer, 617-377-9457. The SOUTHCOM Counter-Drug Support
(SCDS) Program Office is seeking qualified contractors to provide radar
engineering, communications engineering, operations center engineering
and integration, site installation, and interim contractor support for
SOUTHCOM counterdrug projects. The effort will commence with the
refurbishment of up to five (5) Government-owned AN/TPS-70 radars which
will be installed at new radar sites. The radar refurbishment will
include repair and/or replacement of all equipment necessary to make
the radar fully operational within specification guidelines. As a
minimum, the following services will be provided: mechanical/electrical
inspection, major overhaul of electro-mechanical components,
replacement of ''fixed'' support equipment with mobile equipment, to
include: pallet, air conditioners, heat exchanger, air compressor,
radios, legs, and modems, test, and paint/repack. The Government does
not own reprocurement data for this radar, as the radar is a Northrop
Grumman Corporation proprietary product. The communications engineering
will be comprised of installing voice communications and Satcom at the
sites and providing voice and data connectivity to Howard AFB.
Operations center engineering and integration will consist of
integrating voice and data into the automated display (AUTOTELL) and
communications (Voice and Radio Control System) systems at the Joint
Air Operations Center (JAOC) at Howard AFB, Panama. The Government does
not own reprocurement data for these JAOC systems which are Northrop
Grumman proprietary products. Site installations will be comprised of
constructing a new site and installing/integrating the required radar,
communications, and real property equipment to accomplish the mission.
The projected sites will be at various locations throughout Latin
America, with the first site being in Peru. The interim contractor
support requirement is to maintain the site, all site equipment and
associated communications leases at the designated operational
availability level. Interested firms must submit a qualification
package not to exceed 10 pages explaining your capabilities.
Qualification packages shall include: 1) experience refurbishing
radars, 2) experience installing radar/communications sites, 3)
experience with operations center integration, and 4) a rough order of
magnitude of radar refurbishment, site installation, communications
engineering, operations center integration and interim contractor
support costs. Submit the package to the above address not later than
15 days after publication of this notice. The Government anticipates
award of the contract on or about 1 August 1996. This synopsis does not
