GP56-I/ Contracting Officer NASA/MSFC plans to issue a Request for
Offer (RFO) for Air Storage Vessels: Provide high pressure gas storage
vessels, each having a capacity of 5,500 psig and 1,250 cubic feet
designed per ASME code -- The vessels shall be constructed of carbon
steel and shall be horizontally mounted cylindrical vessels with
hemispherical-shaped heads -- The cylindrical shell of the vessels
shall be of either solid wall or layered construction -- The
hemispherical heads must be of solid wall construction -- Vessel
construction shall be optimized to minimize quantity of material and
shall be within shipping limitations, except that the inside diameter
of the cylindrical shell must be 48 inches or greater -- The base
contract shall provide two vessels with an option to provide one
additional vessel -- All three vessels shall be identical -- Contract
award will be contingent upon the availability of funds -- Complete
specifications will be included in the RFO -- This procurement is being
conducted under the NASA/MSFC MidRange Pilot Test Program approved by
the Office of Federal Procurement Policy on April 16, 1993 --

Firm date for receipt of offers will be stated in the RFO -- All
responsible business sources may submit an offer which shall be
considered by the agency -- An ombudsman has been appointed to hear
concerns from offerors, potential offerors, and contractors during the
preaward and postaward phases of this acquisition -- The purpose of
the ombudsman is not to diminish the authority of the contracting
officer or the selection official, but to communicate concerns, issues,
disagreements, and recommendations of interested parties to the
appropriate Government personnel and to work to resolve them -- When
requested, the ombudsman will maintain strict confidentiality as to the
source of the concern -- The ombudsman does not participate in the
evaluation of offers, the source selection process, or the adjudication
of formal contract disputes -- Interested parties are invited to call
the installation ombudsman, Susan M. Smith at 205-544-0012 -- Concerns,
issues, disagreements, and recommendations which cannot be resolved at
the installation may be referred to the NASA ombudsman, Thomas S.
Luedtke at 202- 358-2090 -- Before consulting with any ombudsman,
interested parties must try to resolve their concerns with the contract
specialist or the contracting officer -- DO NOT CALL THE OMBUDSMAN FOR
