for the position of Executive Secretary at the Moroccan-American
Commission for Educational and Cultural Exchange (MACECE) -- a
non-profit binational association responsible for administering the
''Fulbright Academic Exchange Program'' in Morocco. MACECE handles
25-30 American and 50-60 Moroccan grantees a year and has an annual
budget of nearly 1.5 million dollars. This is an exciting and
challenging opportunity for a professional with strong interpersonal
skills who is interested in promoting mutual understanding between the
United States and Morocco. The executive secretary serves under a
USIA-administered contract and is responsible to a 12-member binational
board which establishes policies for MACECE programs consistent with
the bilateral agreement and the goals of the J. William Fulbright
Scholarship Program. The executive secretary supervises a staff of six
in Rabat. However, travel within Morocco and abroad is sometimes
required. The successful candidate will be offered a one-year renewable
contract and should anticipate a September/October start date. Salary:
negotiable, depending on experience and qualifications. Essential
Qualifications: -- skills and experience in financial planning, budget
management, personnel administration and fundraising; -- understanding
of Middle East/Arab World society and educational systems; --
familiarity with U.S. system of higher education; -- fluency in either
French or Arabic; -- familiarity with advanced information systems; --
strong oral and written communication skills. Desirable Qualifications:
-- background in academic administration, teaching and/or overseas
research (experience in academic counseling helpful); -- familiarity
with the international academic community (U.S. or abroad); --
experience in the field of academic exhange (knowledge of U.S.
government programs, and advantage); -- demonstrated ability to
