Provide all labor, supervision, materials, equipment, etc. to perform Professional Guard Services for East Metropolitan Denver, Colorado. This acquisition shall be procured using the Two-Step Sealed Bidding procedures. The first step being the Request for Technical Proposals, the second being the Invitation for Bid. The technical evaluation factors are as follows: 1) Specialized Experience, 2) Past Performance, 3) Qualifications of Key Personnel, 4) Management Approach, 5) Management Controls, 6) Plan of Operation, 7) Quality Control, 8) Required Licenses, 9) Uniform and Equipment. Evaluation Factors 1), 2), 3), and 8) shall be submitted as a written proposal; and factors 4), 5), 6) and 7) shall be presented as an oral proposal. Only those offerors whose proposals are determined to be acceptable will be invited to participate in Step Two of this procedure. No pricing data shall be included in the Technical Proposals.
