61 -- CONDUCTOR 250 MCM UNDERWATER POWER CABLE WITH A 600 VAC INSULATION RATING SOL DTMA92-96-B-00010 DUE 061796 POC Contracting Officer, Mrs. Laurel Bishop, (804)441-3120, Additional Contact, FAX, (804)440-0321 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DTMA92-96-B-00010 and is an Invitation for Bid (IFB) that will result in a firm fixed price contract. The IFB incorporates provisions and clauses as those in effect through Federal Acquisition Circular Number 90-35. This is restricted to a small business set aside; and the standard classification code is 3315 and the small business size standard is 500 employees for a business which submits an offer but does not manufacture it. There is only one Contract Line Item Number (CLIN) 0001. Contractor shall provide 5,000 ft. of 3 conductor 250 MCM submersible cable with or without a ground conductor and a minimum insulation rating of 600 volts AC. The cable shall be delivered on non-returnable reels in lengths of not more than 1,000 ft. per reel and not less than 500 ft. per reel. The cable shall meet the following specifications: 1. The conductors shall be bunched strands of coated copper annealed dead soft per ASTM B3. The conductor shall consist of no less than 300 strands per conductor. 2. The insulation on each conductor shall be ethylene propylene rubber (EPR) meeting ASTM D-2802 or equal. The insulation thickness on each conductor shall be no less than .094 inches. The insulation on each conductor shall be marked or coded to identify each separate conductor the entire length of the cable. The insulation material shall be rated heat resisting to 90 degrees C. 3. The cable shall have suitable fillers to provide for high impact resistance and high flexibility. 4. The cable jacket shall be jacketed with 90 degree C rated neoprene or equal. The cable jacket shall have a minimum thickness of .245 inches which exceeds requirement ASTM D-4247 and have double belted construction. The jacket shall provide protection from abrasion, impact, heat, oil, ozone, flame, alkali, acids and water penetration. The cable jacket shall at set intervals have identifying data which is branded into the jacket with indented or embossed letters that are highly resistant to scuffing. 5. The ampacity rating of the cable shall be a minimum 320 amps 600 volts continuous duty at 90 degrees C copper temperature when operating at 40 degrees C in open air. 6. This cable will lie underwater indefinitely and the manufacturer shall provide a one-year warranty from the date of delivery for the cable to be used for that purpose. The cost of freight will be included in the price of the cable. The cable shall be shipped to the James River Reserve Feet, Building 2606, located at the End of Harrison Road, Fort Eustis, VA 23604 as FOB destination. Period of performance is approximately 120 days and shall begin at time of award, approximately 21 June 1996. Inspection/acceptance will occur at JRRF, Ft. Eustis, VA. Bids must be prepared on SF 1449 form and reference DTMA92-96-B-00010. Bids are due 17 June 1996, NLT 1:00 p.m. EST and may be faxed to (804) 440-0321 or mailed to U.S. Department of Transportation, Maritime Administration, 7737 Hampton Boulevard, Building 4D, Room 211, Norfolk, VA 23505. Bids must state brand name offered and manufacturer and be sufficient in detail to be evaluated without questions asked at bid opening. Product literature is encouraged and will be used in evaluation of the bids. Warranty shall be one year from delivery and signed acceptance at JRRF. In addition to price, bids will be evaluated equally on proposed delivery date, the technical capability to meet government specs and past performance. (See FAR clause 52.212-2. Evaluation - Commercial Items.) There are no options and there will be no negotiations held with bidders. Bidders must comply with FAR 52.212-3 Reps and Certs and include this information with SF 1449 at bid opening to be responsive.
