70 -- GRAPHICAL INTERFACE TERMINAL/VAX PROCESSOR UPGRADE SOL N00140-96-R-1742 POC Bill Kunigonis, Contract Negotiator, (215)697-9651. The Fleet & Industrial Supply Center (FISC) Norfolk, Det, Phila. intends to purchase a Hoge-Shansky-Quetnick (HSQ) Technology Graphical Interface Terminal/VAX Processor Upgrade for testing of cooling turbines in accordance with the Navy Aviation Depot specification SER -CH\049642.4 for the Navy Aviation Depot at Cherry Point, NC. The government intends to solicit and negotiate on an other than full and open competitive basis pursuant to FAR 6.302-1 with HSQ to provide this upgrade. HSQ is the only responsibility source who can provide the required Cooling Turbine Test Cell (CTTC) Monitor upgrade necessary to insure the CTTC remains fully operational and to minimize test cell downtime to enable the Navy to meet all production schedules. All responsibile sources may submit concise documentation as to ability to provide the required upgrade as well as financial and technical information which shall be considered by FISC Norfolk, Det Philadelphia. If no affirmative written responses advantageous to the Navy are received within fifteen (15) calandar days after publication of this notice, a request for proposal will be issued to Hoge-Shansky-Quetnick. Note, no contract award will be made on the basis of information received to this notice. Further, the Navy will not pay for any information provided.
