COMMERCE BUSINESS DAILY ISSUE OF JUNE 6,1996 PSA#1610

Office of Naval Research, 800 North Quincy Street, Arlington, VA 22217-5660

A -- FY 1997 YOUNG INVESTIGATOR PROGRAM (YIP) POC Mr. Donald E. Polk, ONR 353 (703) 696-0558. The Office of Naval Research announces the FY 1997 Young Investigator Program (YIP) in which U.S. citizens, nationals and permanent residents holding tenure-track faculty positions at U. S. institutions of higher education who received Ph.D. (or equivalent) degrees on or after 01 December 1991 are invited to submit research proposals in support of naval research interests. Approximately 28 awards of $100,000 per year for three years (with the possibility of greater support to purchase equipment or through matching funds) are anticipated. Selection criteria are: (1) past performance, demonstrated by the significance and impact of previous research, publications, professional activities, awards and other recognition, etc; (2) a creative research proposal, demonstrating the potential for making progress in an important, Navy-relevant scientific area; and (3) a long-term commitment by the university to the applicant and the research. The Young Investigator Program is not a ''research initiation'' opportunity with standards that are less demanding than ONR's regular research grant program. ONR's Young Investigator awards are intended to confer honor upon awardees beyond the research funding being provided. A listing of ONR's current priority research areas and details regarding proposal preparation and submission are provided in the FY 1997 YIP announcement. This announcement can be accessed through the ONR home page at http://www.onr.navy.mil/ (see Science and Technology, Education and Special Research Opportunities) or through FEDIX (a no-cost on-line information resource) at fedix.fie.com (Internet) or http://web.fie.com/ (World Wide Webb) or (301) 258-0953 (personal computer and phone modem); a FEDIX help-line is availbale at (301) 975-0103. Alternatively, the YIP announcement can be obtained by sending a self-addressed mailing label to the Office of Naval Research, ONR 353/YIP 1997/Room 804, 800 North Quincy Street, Arlington, VA 22217-5660. Applications for the FY 1997 competition must be received by one of the ONR points-of-contact listed in the announcement by 01 October 1996. Proposals must include completed certifications which can be accessed at http://www.onr.navy.mil/ (see Grants/funding to How to Submit a Proposal and then to certifications document) and submittal statement which identifies the announcement that the proposal is in response to. This notice constitutes a Broad Agency Announcement (BAA) as contemplated in FAR 6.102(d)(2) (0156)
