The Naval Resesarch Laboratory intends to negotiate with ThermoTrex Corporation on an other than full and open competitive basis for improvements in the existing design of the Polar Ozone and Aerosol Measurement (POAM) experiment hardware to make the instrument suitable for inclusion in the National Polar-Orbiting Enviromental Satellite System (NPOESS). NPOESS is to be an operational system, which means that data from its sensors must be processed in real time, or near real time, for immediate dissemination to weather forecasters and other users. ThermoTrex Corporation is the sole designer of this specific hardware and the only company capable of improving the existing design. The required delivery is five (5) months from date of award. Responses to this notice of intent to negotiate with ThermoTrex Corporation should be submitted no later than 45 days from the date of this synopsis. See Note 22. (0156)
