Officer, (314) 263-0693. The Government anticipates entering into a
sole source contract with McDonnell Douglas Helicopter Systems (MDHS),
5000 East McDowell Road, Mesa, Arizona 85215-9797. These services are
needed to identify, assemble, and revise all necessary engineering
documentation and incorporate proposed changes relevant to the
Operating & Support Cost Reduction (OSCR) Initiatives from MDHS. These
initiatives are part of the cost savings effort begun in the Value
Engineering Program Requirement Clause (VEPRC) contained in the Basic
Ordering Agreement (BOA). The OSCR initiatives are designed to identify
likely candidates of aircraft parts and components that could be
improved while reducing the cost of ownership of the AH-64A Apache
Helicopter. The OSCR efforts deal with the acquisition of the
non-recurring engineering efforts required to implement parts and
component improvement for the AH-64A system, design, and the
manufacturing intricacies, including spares, that will result in
minimum needs can only be satisfied by the unique expertise and
services available from the prime manufacturer of the AH-64A. See
