GP56/Contracting Officer NASA/MSFC plans to issue a Request for
Quotation (RFQ) for A-E Services for Construction Inspection, and
As-Built Drawing Services pertaining to Facilities construction
projects at MSFC, Huntsville, Alabama -- Projects to be inspected
include advanced propulsion and payload test facilities and
laboratories -- Services shall include construction project
surveillance, inspections, test monitoring, schedule coordination,
utility outage coordination, report/status preparation, and the
maintenance of all construction documentation -- The selected firm will
also be responsible for review of progress schedules (CPM), all
contractor submittals, requests for information, and plans/reports
submitted by construction contractors -- Construction inspection and
as-built drawing services for approximately three major projects
(greater than $5M), fifteen to twenty minor projects (less than $1M),
and approximately three hundred small construction projects (less than
$200K) are anticipated annually -- The selected firm will represent
the Government to insure construction is of highest quality in
accordance with contract documentation and applicable codes and
standards -- The contractor's construction inspection staff shall
consist of only experienced construction inspectors -- Adequate office
and field space will be provided by the Government to the selected
firm -- The Government anticipates a fixed-price contract with a
one-year base period of performance with an estimated start date of
December 1, 1996, and two one-year options, not to exceed three years
- - A single architect-engineering firm will be selected for the above
work -- The above described services are set-aside for Small Business
or Small Disadvantaged Business firms only under SIC 8711/8712 ($2.5M)
-- Responding firms shall submit a small business representation in
Block 4 of the Standard Form 254 -- Failure to do so may cause your
firm to be considered ineligible for consideration -- Only eligible
small-business architect-engineer firms which meet requirements
described in this announcement are invited to submit a completed
Standard Form 254, Architect-Engineer and Related Services
Questionnaire, a completed Standard Form 255, Architect-Engineer and
Related Services Questionnaire for Specific Project, and appropriate
data as described in Note 24 to the address shown above no later than
30 days from the date of this publication -- Firms responding to this
synopsis should include appropriate information regarding any
consultants or associates to be used and should include the
identification number AE-2(96) in their submitted Standard Forms 254
and 255 -- Evaluation criteria and all other provisions of Numbered
Note 24 shall apply to this notice except that (a) in the sentence
beginning ''Selection of firms for negotiations...'' the fourth
additional consideration listed is changed to read: ''(4) past
experience, if any, of the firm with respect to performance on
contracts with NASA, other Government agencies, and private industry;''
and (b) in the last sentence, ''National Aeronautics and Space
Administration'' is substituted for ''Department of Defense'' -- This
notice is intended to provide sufficient information for preparation of
a Standard Form 255 and MSFC officials should not be contacted by
letter or telephone to request additional information -- Additional

concerns from offerors, potential offerors, and contractors during the
preaward and postaward phases of this acquisition -- The purpose of
the ombudsman is not to diminish the authority of the contracting
officer, the Source Evaluation Board, or the selection official, but to
communicate concerns, issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them -- When requested, the ombudsman will maintain strict
