This notice is published pursuant to the Energy Policy Act of 1992 and Title 10 USC 2865. The Air force desires to reduce energy and water consumption and associated utility costs by implementing various energy and water conservation measures at Elmendorf AFB, Alaska. The Air Force proposes to accomplish these objectives by using the streamlined acquisition procedures authorized by the Energy Policy Act to select a pre-qualified DoD ESP contractor. Firms on the DoD Pre-Qualified Contractor list for 1996 that are interested in submitting a statement of their qualifications for this work should express their interest, in writing, to the above listed contracting office within 30 days after publication of this notice. Pre-qualified firms capable of designing, financing, implementing, and maintaining energy and water saving system retrofits and other energy saving measures are invited to respond. The Air Force will issue a competitive Request for Qualifications (RFQ) on or about 9 Jul 96 to all pre-qualified firms that respond, in writing, within 30 days of publication of this notice in the CBD. Competition will be restricted, in accordance with the statutory authorization, to those firms listed on the 1996 DoD Pre-Qualified ESP Contractor list. (0156)
