Services. Study of Public Works and Island Infra- structure Operations
and Maintenance (including repair) services on American Samoa, U.S.
Virgin Islands (St. Thomas, St. John, and St. Croix), Guam,
Commonwealth of the Northern Mariana Islands (Saipan, Rota, and
Tinian), Republic of Palau, Republic of the Marshall Islands (Ebeye and
Majuro), and the Federated States of Micronesia (Pohnpei, Kosrae, Yap,
and Chuuk). The study will evaluate each island's current
organizational structure, programs, and budgets to operate and maintain
island infrastructure to result in appropriate recommenda- tions in the
form of an action plan for improvement. Period of performance for the
basic contract will be for one year from date of contract award, with
options to perform follow-up evaluations for up to three additional
one-year periods. Solicitation to be issued o/a 30 Jun 96. A
preproposal conference will be held at U.S. Army Corps of Engineers,
Honolulu, details of which are to be provided in the RFP. Award will be
based on the following evaluation factors in descending order of
importance: (1) qualifications and experience of the organization with
similar work, (2) proposed technical approach, (3) qualifications and
experience of key personnel, (4) proposed organization, and (5) price.
Offerors must have on file in the issuing office a completed Standard
Form 129 or comparable information from which eligibility can be
determined (this information may be submitted with your proposal).
Solicitation documents will be available for $12.00 per set. This
charge is non-refundable. Make check or money order payable to: U.S.
Army Engineer Division, Pacific Ocean. Requests for solicitation
documents shall be made in writing and must state CBD issue number,
date, page number, solicitation number and description, and number of
