Y -- REPLACEMENT OF UNDERGROUND CABLE AT THE KONA REMOTE TRANSMITTER RECEIVER (RTR) FACILITY, KONA, HI SOL DTFA08-96-B-04635 POC Cynthia Alatorre The Federal Aviation Administration (FAA) has a requirement for the replacement and installation of underground cables at the Kona RTR facility, located in Kona, Hawaii. The contractor shall provide all labor, equipment, services and materials required to successfully complete all work in accordance to the FAA specifications. Work includes but is not limited to: installation of underground concrete encased duct bank, handholes, power cables to replace the existing direct burial power cables, trenching, electrical work, and other associated work. All work shall be in strict accordance with FAA plans and specifications. The period of performance is established for thirty (30) calendar days and shall be performed within this timeframe. The FAA shall accept the first ten (10) requests for Request for Offer (RFO) DTFA08-96-B-04635 and shall forward a Screening Information Request (SIR) to the first ten requests received. Potential bidders must submit in writing their Request for Offer and may FAX their request to the attention of Cynthia L. Alatorre, FAX number (310) 536-8550. NO TELEPHONE REQUESTS SHALL BE ACCEPTED. NOTE: Request for Offers (RFO) shall be issued to offerors that have met and fulfilled the pre-qualification criteria as required in the Screening Information Request (SIR) for this procurement request. An evaluation of potential bidders shall be performed prior to issuing the RFO and shall be based on the following factors: 1) Past Performance and References; 2) Financial Capacity; 3) Credit References; 4) Technical Expertise to perform all work in the trades referenced and, 5) Bonding Capacity per Miller Act. The estimate price range for this procurement is between $25,000 to $100,000. The Standard Industrial Classification (SIC) for this procurement is 1799. FOR MINORITY, WOMEN-OWNED AND DISADVANTAGED BUSINESS ENTERPRISES: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or sub-contractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT privides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
