to negotiate a supplemental agreement with Hunt Building Corporation
under Contract No. DACA83-95-C-0019, FY95 FHNC PN039028, New Family
Housing Replacement, Areas ''U'' & ''V'', Schofield Barracks, Oahu
Hawaii, pursuant to 10 U.S.C. Section 2304(c)(1), ''Only One
Responsible Source and No Other Supplies or Services Will Satisfy
Agency Requirements''. Work under the proposed supplemental agreement
includes work for an estimated additional six (6) housing units as part
of ongoing construction. The Army has determined that it is in its best
interest to have the work performed concurrently with the work being
performed under Contract No. DACA83-96-C-0019 by Hunt Building
Corporation, and that is impracticable to have two prime contractors
concurrently working in the same physical location for reasons of
maintaining security of the facility and its contents, coordination of
the work items, and timely completion of all work. This additional
work is based on the State of Hawaii's Housing Finance and Development
Corporation's, May 28, 1996 letter to Hunt Building Corporation,
approving of exemption from State of Hawaii general excise taxes (GET)
for this project provided that the cost savings resulting from the GET
exemption shall be used for the construction of additional military
family housing units in Hawaii. Hunt Building Corporation will be
expected to place subcontracts to the maximum practicable extent with
small and disadvantaged firms in accordance with Public Law 95-507. See
