which will provide support for its lead role as the System Engineer for
DoD Information Systems. Successful offerors will provide support in
all areas of Information Systems Engineering, including architecture,
technical integration, standards, business process, functional process
improvement, data administration, hardware/software development and
maintenance, product assurance, rapid prototyping, test and evaluation,
and installation and fielding. An Indefinite Quantity/Indefinite
Delivery contract is envisioned, which will allow use of (1) delivery
orders to execute specific work requirements and (2) all types of
pricing methodologies. The Government intends to award a contract for
an initial twelve (12) month period, with options for four (4)
additional consecutive twelve (12) month periods. The ceiling for all
orders placed under all contracts over 5 years is $610 million, while
the minimum amount guaranteed is $1 million. Multiple awards will be
made consistent with the following strategy: A minimum of three (3)
awards will be made to small business firms, with one of these awards
targeted to a firm certified in the Small Business Administration's
Section 8(a) program. The size standard associated with SIC Code 8711
- $20 million per year averaged over three years - is applicable. A
maximum of one (1) contract will be awarded to a business exceeding
this small business size standard. Offerors will be evaluated on the
basis of their record of past performance, technical/program
management/personnel/corporate capabilities, and proposed cost. With
regard to relationships between contractors, the same subcontractor
shall not be proposed by multiple prime contractors, nor be a prime
contractor and a subcontractor on different teams. Security clearances
up to and including TOP SECRET will be required for portions of the
requirement. A reading library has been established at DISA's Parkridge
Office, 10701 Parkridge Blvd., Reston, Virginia, to provide offerors
access to written documentation related to contract efforts. Time slots
