This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested. A written solicitation will not be issued. The provision at FAR 52.212-2 EVALUATION - COMMERCIAL ITEMS (OCT 1995) will apply to this solicitation. The following factors shall be used to evaluate offers: (1) Fully meets the requirements of the salient characteristics identified above. (2) Past performance (3) Cost. The two technical factors are of approximately equal weight. The two technical factors combined are roughly double the weight of factor (3) ///// For Factor (1) the offeror must provide sufficient technical documentation, brochures, diagrams and etc. to substantiate their claim of compliance with the salient characteristics. For Factor (2), the offeror shall submit a list of their last 20 major systems sales or last three months major systems sales, whichever is larger in number. This list shall include (a) Contract/Purchase Order number and date (b) item description, model number and configuration, (c) unit and extended price (d) identity of customer including the responsible point of contact and his/hers phone number. For Factor (3), the offeror shall provide backup information verifying the price offered This means a copy of the most recent catalog, price list, three invoices for similar equipment or other supporting information Technical acceptability will be determined solely on the content and merit of the information provided in response to this clause. It is incumbent on the offeror to provide sufficient information in order for the Government to make a technical and price assessment of their offer. Incomplete material that does not clearly demonstrate full compliance with the evaluation factors may result in an offer being determined unacceptable and being removed from consideration for contract award. A written notice of award or acceptance of an offer that will be mailed or otherwise provided to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Each offeror shall include a completed copy of the provision at FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL (OCT 1995) with its proposal. Offerors are requested to submit alternate price proposals that take into account the cost impact that might be caused by the acceleration of delivery that would result from the DO rating. Warranty. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government's rights under the Inspection clause, nor does it limit the Government's rights with regard to the other terms and conditions of the contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the items listed in the schedule.
