402-2163. CORRECTION: This notice was published on May 14, under
classification code C. The National Institutes of Health plans to enter
into two Indefinite Delivery contracts for A/E services for term type
contracts for hospitals and related spaces including animal laboratory,
biomedical laboratory, infrastructure and miscellaneous support spaces.
Two term type contracts will be awarded; Contract A will be awarded for
one year with four option years for a total of five years and Contract
B will be awarded for one year with three option years for a total of
four years. The two contracts will be awarded based upon a ranking of
first and second place. The awarded contracts will be administered in
task fixed price increments. Tasks can be issued by the government on
either contract at anytime during the contract period reguardless of
ranking of ranking. The A/E services include but are not limited to:
development of pre-design services, basis of designs, development of
final design schemes, perform hazardous materials surveys, preparation
of plans and specifications suitable for bidding which encompass all
areas of engineering including the removal and disposal of hazardous
materials, preparation of detailed cost estimates, and all forms of
post design services. The government may issue work orders for any, or
all of the work described above. The maximum aggregate fee will not
exceed $5,000,000 for the 5 year performance of Contract A with an
estimated fee of $1,000,000 per year. The maximum aggregate fee will
not exceed $4,000,000 for the performance four year period of Contract
B with an estimated fee of $1,000,000 per year. The estimated cost of
the majority of construction is between $50,000 and 500,000.
Inddependent firms, as well as joint ventures and firm/consultants
arrangements, will be considered and evaluated based upon demonstrated
ability to provide a quality design effort and capacity to follow
through all phases of the project. Only firms able to have a qualified
representative of the firm at NIH within four hours of NIH request and
firms which are a small business concern will be considered. These
requirements shall be addressed in item 10 of the SF 255. Selection
criteria shall be in a two part format; A) for the SF 254 and SF 255
evaluation and B) for the presentations by the firms short-listed from
the 254 and 255 evaluation. The ecaluation factors in order of
priority are: 1) Specialized experience and technical competence in
hospitals and related spaces including animal laboratory, biomedical
loboratory, infrastructure and miscellaneous support spaces. 2)
professional qualifications necessary for the satisfactory performance
of required services in hospitals and related spaces including animal
laboratory, biomedical laboratory, infrastructure and miscellaneous
support spaces. 3) Capacity to accomplish the work in the required
time. 4) Past performance in hospital and related spaces including
animal laboratory, biomedical laboratory, infrastructure and
miscellaneous support spaces on contracts with Government agencies and
private industry in terms of cost control, quality of work, and
compliance with performance schedules. And 5) Location in the general
geographical area of the project and knowledge of the locality of the
project. The short-listed firms will be asked to expand on these
criteria as part of the presentation. These two Indefinite Delivery
Contracts for A/E service are total 100% set-aside for Small Business.
Interested parties say, in writing identify their interest and
capability to respond to this requirement within 29 days from the date
of publication of this notice NOTE: Guarenteed minimum amount for
contract (A) per year will be $10,000.00 dollars for contract (B)
Guarenteed minimum will be $10,000.00 dollars per year. Subcontracting
opportunity shall be in accordance with FAR Clause 52.219-14(1).
