following notification is being circulated in accordance with Article
10.6. G/TBT/Notif.96.150. 1. Member to Agreement notifying:

addition, where applicable): All products intended to come into
physical contact with humans other than in a transitory manner and
which contain certain azo dyes, such dyes possibly forming the
carcinogenic aromatic amines contained in the draft Regulation. 5.

Description of content: The proposed interim Ministerial Regulation
based on Article 15 of the Food and Drugs Act prohibits the trade in
the products listed under point 4. 7. Objective and rationale: The
trade ban has been proposed following scientific research which showed
that certain azo dyes in products listed under point 4 may form
carcinogenic compounds (the aromatic amines contained in Appendix 1 to
the Regulation). With a view to public health safety at a high level,
trade in the products in question is deemed unacceptable. 8. Relevant
documents: Not applicable. 9. Proposed date of adoption: Proposed date
of entry into force: 1 August 1996. 10. Final date for comments: 12
