602-2043x643. The Naval Sea Systems Command has a requirement for
engineering and technical services in support of the New Attack
Submarine Program Office in the areas of Engineering Logistics Support
and the Submarine Electronics Systems Program Office in the areas of
Program Management, Engineering, Logistics Support, and Acquisition.
Engineering Management Support includes: 1) hull, mechanical and
electrical, and combat system support; 2) efforts in the areas of
operation, use, maintenance, engineering, design, upgrade or
improvement of Submarines and Submarines Systems; 3) Integrated Product
and Process Development support; 4) analyzing technical designs,
engineering changes thereto, testing, ship and ship system
survivability, system/component development, risk management and
mitigation, environmental compliance, utilization of CAD/CAE tools,
design-to-manufacturing process, and interfaces; and 5) reliability,
maintainability, quality assurance, cost, schedule, and safety as it
relates to Submarines and Submarine Systems. Logistics Support include:
1) developing, maintaining and reviewing Integrated Logistics Support
(ILS) products and services used to support submarines and their
subsystems and components, including both Hull, Mechanical and
Electrical, and Submarine Electronics Systems; 2) reviewing aspects of
ADP systems and applications that support the fleet and application of
digital technology; 3) configuration management support; and 4) COTS
systems and engineering support. Program Management effort includes: 1)
coordinating technical, management, cost, schedule, performance, and
data delivery requirements; 2) performing economic and program
management studies and creating supporting documentation required by
the Navy to make decisions and direct the program; 3) maintaining
financial and technical status tracking systems and master files,
analyze cost/schedule data from development and production contractors
and government supporting activities; and 4) reviewing specifications,
hardware contractor's engineering change proposals and prepare and
analyze program options. Acquisition Support includes: 1)
recommendations and input regarding DoD acquisition policy,
alternatives, and risk assessments; 2) recommendations and input
regarding NAVSEA Procurement Process, Statements of Work, CDRLs and
schedules for various procurements; 3) maintaining traceability data
among cost performance reports and/or contract funds status reports;
and 4) analyzing program schedule information. Services will be for one
base year and four 1-year option periods. The total anticipated effort
required to perform the outlined tasking is approximately 200
man-years/year over a five year period. Primary effort will be
performed at the Contractor's facilities located within a 1-mile radius
of the Naval Sea Systems Command Headquarters currently located in
Arlington, Virginia and have a facility clearance up to and including
SECRET material. Specifications will be contained in RFP
