R -- AUTOMATED MAIL PRE-SORT SERVICES SOL RFP-FMS-96-0014 DUE 072596 POC Geoff Gauger, Contract Specialist, (202) 874-3881. The Financial Management Service (FMS) intends to issue a solicitation for automated mail pre-sort services on or about June 25, 1996. These services will require first class mail to be picked-up, bar coded with zip code information, commingled with other first class mail and sorted by zip code to achieve maximum postage savings. Mail pick-up will be required Monday through Friday, except Federal holidays, at the FMS Philadelphia Financial Center (PFC) located at 13000 Townsend Road, Philadelphia, PA. The estimated daily volume of FMS PFC mail is 50,000 pieces. Offerors are required to have their mail pre-sort facility located within a 110 mile radius of the FMS PFC. A US Postal Service (USPS) Detached Mail Unit is required to be on-site at the offeror's facility. The automated equipment used to pre-sort mail must be capable of generating detailed daily activity and full accounting of all postal rate savings. Mail will be required to be bar coded and pre-sorted to ensure acceptance by the USPS within 24 hours of being picked-up at the FMS PFC. Offerors will be required to demonstrate two consecutive years of bar coding and mail pre-sorting operations with a 90% qualifying rate on an average daily volume of 500,000 pieces of first class mail. Security of the FMS mail while in a contractor's possession will be required to meet Government standards. It is anticipated the contract will cover a base year plus four, one year options.
