Work will include, but is not limited to providing the following synopsis of work a fully occupied building; for the Terminal Annex in Dallas, TX, Pop-up Barricades, Exterior Lighting, Parking & Planter Barriers and Parking Lot Fence; Santa Fe FB/Cabell FB in Dallas, TX, Planter Barriers; Smith FB in Dallas, TX, Planter Barriers, Chain Link at Gas Meter; Centre 5 FB in Farmers Branch, TX, Fire Protection Upgrade, Exterior Lighting, Parking Barriers and Access Control Sliding Gate. Estimated Cost Range: $500,000 - $1,000,000. This project is being procured using informal Source Selection Procedures which will result in a firm fixed-price award to the offeror which provides the ''greatest value'' to the Government, with technical ability being more important than price. Technical proposals, in the form of a resume of three similar projects, shall be submitted to the address listed below no later than July 9, 1996, which is prior to the issuance of the specifications and drawings. The term ''similar projects'' shall be defined for evaluation purposes as the follwoing: Construction or renovation of multi-story (three stories or greater, not including basements) office building, court facilities or a combination thereof, which were at least 50 percent occupied and functioning in their intended purpose during construction of the project; and had a minimum 20 percent of the scheduled value of the project devoted to security measures similar to the security measures specified for this construction contract. The following factors that will be evaluated are listed in descending order of importance. 1. Past Performance of the Prime Contractor on Security-type Projects - Resume to include (1) The project's name, (2) location (3) award amount, schedule of value of security type experience and (4) type-use of facility and date completed for each similar project in scope and dollar range. The resume shall provide the name, address and current telephone number of the person from each of the following and applicable categories which is most familiar with the project referenced above: (1) Owner's name and telephone number, (2) Architect/Engineer name and phone number, (3) Construction Engineer (if any). 2. Experience and past performance of Security-Type Subcontractor - Resume to include the following information: For a minimum of three similar recent projects (''recent'' is defined as within approximately the last 6 years), (1) name of Security Firm's Project Manager (minimum 5 years experience similar to this project) (2) Project Name, Location and Description, (3) scheduled value of security work, (4) Construction start and completion dates (if construction is on-going, state anticipated completion date), (5) Description fo actual work performed by the security firm. Resume shall state how these projects are similar in scope to this project. Resume shall provide the name, address and current telephone number of the person from each of the follow- ing and applicable categories which is most familiar with the projects referenced above; (1) owners, (2) architect/engineer and (3) Construction Engineer (if any). Evaluation for award will be based upon the resume and price. Award of this contract is contingent upon successful negotiations of a reasonable price. However, award may be made without discussions. Solicitation issue date is on or about July 31, 1996, with receipt of price proposals due 21 days from the issue date of the solicitation.
