The Fleet and Industrial Supply Center Norfolk, Washington Detachment, intends to award a competitive firm fixed price contract for the procurement of a Satellite Video Receiving Station by the U.S. Naval Academy. The USNA's Language Studies Department operates a TVRO earth station primarily to distribute, record and digitize for replication television broadcasts from abroad for foreign language instruction and practice. Several specific requirements place special demands which cannot be addressed by typical home-quality systems. The system must: (a) receive broadcasts in various video standards on international satellites; (b) provide rebroadcast-quality reception of signals which are very weak due to USNA's location outside the satellite's optimum footprint and to the extremely low dish elevation angle often required to capture the signal (deep-dish design, i.e. f/D (focal to diameter) ration (.40 or other provisions to reduce Earth-generated noise essential); (c) have external portions rugged enough to withstand winds up to 100 m.p.h. and occasional snow and ice loading without permanent deformation or damage. The Satellite Video Receiving Station includes: Antenna, Drive, Receiption, and Control Subsystems. Installations, training and manuals are required.
