Solicitation: C600638T1. The US EPA, National Vehicle and Fuel
Emissions Laboratory seeks to obtain an engine dynamometer test system
(EDTS) comprised of several component subsystems - an engine
dynamometer test stand and control system, a data acquisition and test
process control system, a combustion cycle analysis system, and other
required auxiliary test equipment. EPA will initially use the EDTS to
expand suppport for the PNGV 4-Stroke, Direct Injection Technical
Team. These test systems will also support ongoing efforts to reduce
NOx and Particulate emissions from on and off-road diesel engines. The
dynamometer, its test stand, and the auxiliary systems are the major
mechanical hardware components of the EDT. The dynamometer is an AC
variable frequency motor-absorber and is to be controlled by a computer
as part of a test system that utilizes a flexible test definition and
control process which can be interfaced with a combustion cycle
analysis system and a data acquisition and analysis system, and
integrates other auxiliary measurement systems to support the EDTS test
processes. Ambient conditions, test parameter measurements, and exhaust
emissions sampling must also be recorded by the computer system. The
contractor is responsible for the proposal, design, fabrication,
installation, and commissioning of the total system. The contractor is
responsbible for integrating the engine/dyno signals (load, speed,
throttle, and feedback measurements) with the test process control and
data acquisition system and test process control algorithms. The test
process computer operator interface(s) must be easy to use, and must
provide the system features and capabilities in a manner that is
flexible and adaptable for configuring, defining, executing, recording,
analyzing, storing, and reporting any test sequence and configuration
that may be defined by the user. The EDTS must be configured to easily
facilitate the integration of other subsystems through the use of
standard computer interfaces and communication protocols. The
Government anticipates the award of a two year, fixed price, indefinite
delivery, indefinitie quantity contract for up to a total of 20 of the
individual systems noted. The SOW provides the technical and
functional specifications for the procurement, acceptance tests,
installation requirements, commissioning tests that shall be performed
by the contractor. All responsible sources may submit a response
which, if timely, will be evaluated by the Agency. All request for a
