synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number is
F04700-96-T-5968 is issued as a Request for Quotation (RFQ), and will
be awarded as a contract using the simplified acquisition procedure.
The solicitation document and incorporated provisions and clauses are
those in effect through FAC 90-37 and DAC 91-10. This acquisition is
100% small business set aside. Standard industrial classification code:
3861. Small Business Size Standard: 500. The acquisition includes
Contract Line Item Number 0001 Infrared camera with a focal plane array
of at least 256 x 256 pixels, that operates in the 3-5 micron range
(mid-wavelength) and possesses a field view of 5 +/- 1 degrees, The
camera must have a remote control capability through an RS-232 link via
a Windows PC and have video and 12-bit digital data output, implement
automatic display and contrast control. The camera must have the
capability for remote calibration without the use of any special
equipment (should be able to calibrate the camera by pointing it at any
neutral surface with a constant temperature) and have an NEDT of at
least 0.025 degrees Celsius. System is to be used outdoors in a hot
desert environment and must be rugged and able to operate over a
temperature range of -40 to 65 degrees Celsius. The camera will employ
two methods of cooling, conductivity cooling and an additional active
cooling source that is attachable to the camera. Focal Plan cooling
with LN2 is not an option since the system must be portable. The camera
must be sealed in order to avoid particulate contamination (dust and
sand) and allow for future lens upgrades without hardware modifications
to the system and possess an easy method for non-uniformity corrections
internal to the camera to support both use in different environments
and system portabiity. Line Item 0002 All software and cables for

Offerors--Commercial applies. Offerors must include completed copies of
FAR provision 52.212-3, Offeror Representations and
Certifications--Commerical Items, and DFARS provision 252.212-7000,
Offeror Representations and Certifications--Commerical Items, with the
offer. FAR clause 52.212-4, Contract Terms and Conditions--Commercial

is DOC9C. Standard commercial warranty applies to the items purchased
under this solicitation. The vendor responding to this acquisition
should provide this office with the following: A price quote on company
letterhead for the requested items, stating unit price, extended price,
FOB, prompt payment terms, correct remittance address, and a completed
copy of the FAR clause 52.212-3 (OCT 1995) and DFARs 252.212-7000
Offeror Representations and Certifications-Commercial Items. Offers
must be in writing and accompanied by completed Representations and
Certification, available on the Internet or on request from Tamia True,
or the offer will be rejected. Facsimile offers will be accepted. Oral

offers will be made to determine the responsive and responsible offer
which satisfies all mandatory requirements at the lowest overall cost.
