A -- JOINT MARITIME COMMAND INFORMATION SYSTEM(JMCIS), 2.X VERSION UNIFIED BUILD(UB) CORE COMPONENT DEVELOPMENT POC Jim Waldenfels, Contract Specialist, Code 3240.JW, Mary Ann Carpenter, Contracting Officer, (202) 767-3003. This is a notice of intent from the Naval Research Laboratory (NRL) to contract on an other than full and open competition basis with the Inter-National Research Institute (INRI), 12200 Sunrise Valley Drive, Suite 300, Reston, VA. This procurement requires development to maintain the functionality of the existing Version 2.X of the UB core components of the JMCIS, a Navy battle group command and control system. The UB components, in conjunction with the Common Operating Environment components, support those application programs being developed by NRL. UB components include charting/mapping, plotting, communications, security, track database management including track correlation, etc. Each UB core component program contains hundreds of thousands of lines of code in a high order language. The contractor will conduct engineering and further develop existing components in order to provide compatibility with new functionality in application segments being developed at NRL. A competitive effort for this 2.X work is not feasible due to the scale and complexity of the software inventory (approximately a million lines of code in a high order language), lack of documentation of this evolving system, and mission critical schedules. INRI has been the sole developer and maintainer of the UB core components for over ten years. The period of performance is for one year with four one year options. This is not a solicitation.
