The Federal Bureau of Prisons (BOP) has a requirement to provide expanded collect calling to its inmate population. These services will be required only for a short duration, until the BOP can award a contract for the procurement of its future requirements for an Inmate Telephone System. The BOP plans to fulfill its expanded collect calling requirement through the acquisition of an Automated Collect Call Operator Service (ACCOS). Contractors shall provide these services at no cost to the Government through a revenue sharing basis. The ACCOS is described as a service that receives dialed digits from the BOP's current debit Inmate Telephone System (ITS), processes these digits through an automated operator service and routes these calls to the called party through Government furnished direct dial circuits and long distance services. The ACCOS shall, among other things, include validation of the call through a standard Line Information Database, voice prompts and responses in at least English and Spanish, ability to acknowledge acceptance of a call, billing/outclearing of all billable calls made through the ACCOS process, and adequate revenue reports for audit purposes. The performance period for any resulting contract may be a base period with one option period.
