The Department of Treasury, Financial Management Service, intends to issue a delivery order to increase the level of effort under the current sole-source contract for FOCUS PROGRAMMING SUPPORT with Information Builders, Inc., 1700 North Moore Street, Suite 1100, Arlington, VA 22209. FOCUS is a 4GL proprietary software of Information Builders, Inc. The programmer will be required to modify existing programs and write new programs to support the changes and enhancements to the software. The programmer will provide support using IBM's Customer Information and Control System, Database 2, Structure Query Language, COBOL II, FOCUS MSO and the FOCUS database management system. The programmer must be experienced in performing requirements analysis and physical design of a FOCUS on-line and batch system using DB2 Database. They must be adept in defining system functions and preparing the technical specifications for an on-line and batch system, subsystem and program changes/enhancements. They must be able to assist with the change/enhancement requests without adversely affecting the Treasury Receivable Accounting and Collection System (TRACS). They must have worked on TRACS. Vendors who believe they can fulfill this requirement must submit a capability statement. This statement shall outline how they intend on meeting the requirement. Vendors not submitting this information or merely requesting a copy of the contract will be considered nonresponsive.
